I feel silly asking this but I don't what it's called so I'm having trouble looking it up. I thought "powder skirt" but that seems to be the thing at the bottom of a jacket. I'm also wondering what exactly it's for.
I really can’t think of anything like that, can you find a pic (online)?Nope not that, it's like a skirt but only in the back. It goes around the waist and hangs behind your legs.

I can't say that I've seen what it sounds like you're talking about. Some Googling turned this up :

Is that what you're talking about?
ski finder attached to ski, so if you fall and ski comes off, you can find it easier.

Oops, read wrong. What others have said. We use them all the time if snow or rain. Plastic chairs make for a very soaked rear end.Nope not that, it's like a skirt but only in the back. It goes around the waist and hangs behind your legs.
A skirt to keep your butt cheeks from getting cold?
We call them "fanny flaps". I've had two guys ask me about them in the last two weeks, "What is that for?". Seemed pretty clear to me. (I should have told them it was a cape.)Everyone in Whitefish was wearing those when we skied there.
