Hose clamp, like for plumbing or car hoses. You have to pinch the ends to open them wide enough to slide them where you need to clamp something, and they tend to be a PITA.

"Tend to" is being mighty kind. They are truly evil. Any time I manage to get one off, it stays off and gets replaced by a screw-type clamp.

Like Don said, never reuse those little buggers. Sometimes they are get sprung during the removal. Never know whether they will actually hold or not. Truly evil stuff.

Always replace them with a new worm drive hose clamp.
