I have a friend who has a deaf dog. I don't recall how she handles it, but I know she does. No offleash unless in an enclosed space, of course.

We just came back from a week in Newfoundland meandering around in a rental RV:

Sailed to Sucia Island in the San Juan Islands last weekend. The sunset was spectacular. This is from Shallow Bay, overlooking the Canadian Gulf Islands.
