Binding mount positions

I see people refer to their binding mount position as "+1" or "-1" or some such.

What does that mean? 1cm forward or back from the line? Is "the line" wherever the manufacturer said it would be? Is there some universal standard as to where "the line" is?

And, lastly, why would you move from where "the line" is?

Binding mount points can vary depending on skier desire. Someone in the park or riding switch may like a center mount. Someone who feels "backseat" may like +1 ..... And so on. I know that I preferred the Dakota +1 but prefer most skis at the recommended mount point

Also manufacturers have a different sense of where the line should be — Volkl seems to put it pretty far back for example, and Rossi pretty far forward. I like my Volkl Shiros a ton, but I like 'em at +3, and I'm pretty tempted to mount my new Volkl touring skis at +3 too.
